Punishments for an 11 year old?

My sister is constantly late coming hone from friends houses. She never calls and is always snotty about the whole ordeal. She always gets grounded for a couple days, but nothing more. When she was told that my mom had worried about her when she wasn't at her friend Shelby's, she replied, "Didn't she think to f***ing call Tiffy's house? Big deal, I was one house away from Shelby's."
